Colorado was the first state to enact community solar legislation. In 2010, HB 10-1342, The Community Solar Gardens Act, was passed allowing independent companies to provide distributed solar energy through solar gardens to residents and organizations. This law paved the way for community solar, and it has spread across the country. As soon as the Community Solar Garden Act was enacted, our founder David Amster-Olszewski worked tirelessly to develop the first ever competitive community solar program in the nation, with the second largest utility in the state, Colorado Springs Utility.
